There's an article of this in the Enterprise. This statement jumped out "May said the multi-year, multi-phase plan begins with some “quick wins,” like re-establishing a downtown homelessness task force, creating an ambassadors program to help keep the area “clean, green and safe,” and opening a proposed restaurant incubator, a project that is now going through a feasibility study financed by a $50,000 state grant. The promotion of outdoor dining is another key aspect in the early stages of the downtown strategy plan. On top of that, the city is putting several vacant downtown properties on the market, after taking possession of them due to back taxes, including the First Parish Building at 19 Main St., which is going out for bid shortly, May said."

As been discussed , nothing will work until MainSpring Is moved. End of Story. All these ideas can not and will not co-exist with Mainspring, IMO.

It's been preached so many times and we all are aware of this,
so why can't our leaders see it as well?
They think they have a handle on everything and it always boils
down to the same old crap....helping to make it easier to attract
what we are trying to get rid of.

This was one on the sections in the report "The City should re-establish a task force focused on developing policies and recommendations that promote a citywide “housing first ” approach to homelessness and the relocation of the existing emergency shelter to a more proximate location with 24-hour services."
Re-Establish another task force. Who will pay to relocate and the same question for 24 hour service?

that places such as Main Spring are holding us back from prospering.
You have to start somewhere and that is the starting point. Until that is done
we will never change and instead get steadily worse.

I would really like to see some action on many properties that have been left stagnant.
Would it be possible to take some of the properties and sell them to people who will develop them?

The city may opt to offer the property via a public and competitive process know as Request for Proposal. This process differs from the Auction/Sealed Bid in that the proposers provide a detailed description of their proposed use of the land and buildings and the price the proposer will pay. All the proposals are reviewed by a appointed board. The proposal which is considered in the best interest and betterment to the city is awarded the "sale"
The process takes longer than a straight auction but the results can achieve a greater goal.

This process should be started as soon as possible. I mean the proposals that are attached here have been bandied about for years and years. There has been some development downtown which is great for the most part, but its slow and haphazard.
Charlie, if he hasn't already, Carpenter should be talking to you as an advisor!

Not to start an apple polishing session, but during my council time, I used the RFP often.The most prominent was the RFP the transfer of the Montello Pool to Barbour Corp., which begot the Stop and Shop, etc.

" Construction could start next year for the Allied Health Building project at Massasoit Community College in Brockton. A $160,000 study is now underway at Massasoit Community College to examine the feasibility of constructing the Allied Health Building project on the school’s Brockton campus. After the administration of Governor Charlie Baker determined that the Christo’s restaurant site would be too expensive for construction, the state asked Massasoit to look at building the project close by on the grounds of its main campus in Brockton, said Charlie Wall, president of the college."

Christos was prime property for God’s sake! And that’s BS that Massasoit doesn’t have enough land. They go Boo Hoo and always get everything they want. Meanwhile I see us always getting NOTHING, but more taxes.
