Mayor Wants To Purchase Aquaria Plant
78 million to purchase this plant. Hundreds will be laid off on the City and School side. Who will run? Where do we get that money? If you feel strongly about this contact, CAL/CC
IMPORTANT CITY BUSINESS
The Brockton Water Commission met this morning. The mayor attended and presented his plans for purchasing the Aquaria Water plant. I was informed the commission members, by roll call vote, supported the mayor's proposed plan involving approximately $78 million. This issue will be placed before the City Council at some point when the borrowing request for the funding is submitted.
To all residents who feel strongly about this issue: PLEASE -- make your voices heard, This is a major proposal with lasting effects on the city and ratepayers for decades to come.

"Sullivan added that Aquaria has not been able to sell its water to any other communities over the years, which would have lessened the annual fee charged to Brockton. Aquaria was constructed in a $75 million project after Brockton agreed to be its customer during the administration of former mayor Jack Yunits. Aquaria is a joint venture between Inima of Spain and the Norwell-based OpTerra Energy Services (formerly Bluestone Energy Services)."
"A few years ago, Carpenter called for Brockton to buy the Aquaria water plant for $88 million, $10 million more than his current negotiated price. Carpenter said the tentative agreement he reached with Aquaria requires the company to complete several repair projects, including improvements to its pipeline, the replacement of membranes, and upgrading its raw water intake capabilities. "
"But Sullivan said that if Brockton buys Aquaria, it would assume all the costs of operation, maintenance and future repairs. “It doesn’t make financial sense or business sense to get the city to be the owner of a white elephant,” he said.

This. This is why nothing is ever done in Brockton. "it will never work" "we are doomed" "we will all die" kind of mentality. Sometimes you have to take a chance. The Power Plant was a chance, Good times was a chance, the Casino was a chance. But every time a chance came up it was shouted down by the exact same sentiments as Do2 has just expressed. And with no real proof that it will fail. Resources are the only thing that will get Brockton back into the black. Water and electricity equals Bio technology. But again. it will never work, we are all doomed and we will all die.

This is after the fact that we should have invalidated the contract years ago.

And the most important question; How does this purchase compare to running out the contract and then paying to connect to the MWRA? Without that number, any talk of purchasing the plant is ridiculous. With the MWRA you have to run a pipe to Stoughton, pay a connection fee and after that, the water will be far cheaper than Aquaria water. OFF the top of my head, I would think that in the long-term this is the least expensive way to go.
Someone needs to run those numbers!!

"Ossie Jordan, chairman of the Brockton Water Commission, said that Brockton remains under a state mandate requiring it to have a second source of water, in addition to its primary source, Silver Lake in Kingston. Jordan said the Brockton Water Commission considered tapping into the Massachusetts Water Resources Authority, the state system that delivers water to 2.55 million people in 61 communities using massive reservoirs. But that “would be years” of permitting, pipe construction and other preparation, he said." “Purchasing Aquaria just makes good sense for Brockton,” Jordan said.
"The water commission chairman compared purchasing Aquaria to buying a used car, rather than manufacturing a new car from scratch, which he likened to hooking up to the MWRA."
I hope the CC votes no. We don't have the capital to purchase and we certainly don't have the short or long term to maintain the facility.
“Whether it’s a used car or not, at least you have a car that you could immediately utilize,” said Jordan, noting that the Brockton pipeline and the city’s permitting for Aquaria are already in place.

There's plenty of time to do a MWRA hook up, since Aquaria is under contract for another 10 years.
But the strangest thing about this is that Brockton doesn't save a penny from this deal. If there were savings, they would go back to the ratepayers.

Sorry, Mayor, nope. Contract your CC and CAL if you're against this purchase. There has been no attempt to date to sell this water. What proof is there now that anyone is interested in purchasing water from us, now or in the future?? Who is going to run the plant? Who markets the water? How many people will need to be hired to run, maintain and market this plant? Where do thes funds come from? Who goes the hiring?
Also, I have absolutely no faith that Aquaria will fix the issues or that they aren't hiding other issues. The COB can't afford this capital purchase. I understand that these are separate budgets but let's get our City in order before we make this purchase. Hundreds of teachers are being laid off, a middle school closing, programs cut. The streets are a crumbling mess. Vote No on this purchase. If it's a good deal, it'll be there next year.

I keep asking a question that never gets answered....if our pipes are WAY over a hundred yrs. old, what have they been doing with our money for 100 yrs? All they do is fix as it breaks. Look at poor Town Cafe as an example.
I more than likely can guarantee all politicians have new pipes to their homes or have new driveways and landscaping paid for by the city with our money.
The pavement of my street was next in line to be done years ago, but stopped a few streets from me where the cities water dept, official lives. Today it looks like a war zone or mine field. I keep paying and hoping, but won't be alive to see it.

"The Brockton Water Commission is holding its annual hearing meeting at 6:30 p.m. on Wednesday at the Arnone Elementary School at 135 Belmont St.The meeting is in preparation for fiscal year 2018.
"Jordan said the Brockton Water Commission plans to discuss potential rate increases, which may be used to fund infrastructure maintenance and replacement efforts. A commission vote on the rates may take place at the meeting, said.
WTF- why, why, do we need to replace the meters so soon? WTF
"Another need, Jordan said, is to look at future water meter replacement work.We don’t want to do like we did it last time, the whole city at once,” Jordan said. “We’d like to spread it out a little over the years.”

have to suffer for a mismanaged city? Our leaders
continue to attack it's citizens for more and more
money and still make our city a sh*t hole. If the
President of the U.S. can get impeached, why can't
a simple city get rid of it's worthless leaders? I seriously
believe the State needs to investigate because
something smells.
