When it comes to Chapter 70 funds.
Towns Like Avon are asking their State Legislators to change the formula because most Towns feel that most Cities are getting too much and some Towns are getting to little.
Some Cities get 90 % Reimbursement and some Towns get 17 % reimbursement.
This is one reason some Towns are looking into Regionalization.
In Avon because we have a good industrial tax base it kills us in Chapter 70 funds. Avon is a blue collar Town like Brockton but with the current formula Avon
looks on paper like Wellsley, Dover, etc. So Avon gets very little in Chapter 70 funds.
The other problem in Avon is it is to small of a Town to operate its own school system. Years ago children from out of Town had to go through a screening process to get excepted and if you were from out of town you had to pay to go to Avon. The cost was a little less than other private schools. This was cost effective back then.
Now with school choice It costs Avon about 11k plus per student per year, school choice only gives us 5 k per student.
If we just had Avon residents for students the class rooms would be way to small.
There was talk of Abington, Holbrook and Avon looking to regionalize in the past.
Right now there is a regionalization committee looking into Avon & Holbrook regionalizing but that may still be to small.
Right now Avon has one elementary school & one Middle/High School average class rooms of about 20 students.
Our industrial tax base brings in about 70% of the Towns tax base. That's what helps keep our taxes down and allows us to have free rubbish p/u, etc.
This will be a challenge for whoever becomes Brockton's State Senator because Brockton is going to want more in chapter 70 funds and Whitman,
Silver Lake, Easton, East Bridgewater and Hanover are going to want some of Brocktons share of chapter 70 funds.

Small towns should regionalize, a city like Brockton is subjected to homeless families and children, etc. I don't think Avon has a hotel? I should move my statement to State Senator...
