Compared to a $384 million budget, Fred Fontaine’s proposed stipend of $11,474 is a relatively small expenditure. Yet it has made a big impression on the Brockton City Council.
Fontaine, a past president of South Shore Haitians United for Progress, is Mayor Bill Carpenter’s director of community relations, a full-time position . He has also, over the last year or so, served a part-time role with the Brockton Emergency Management Agency, helping the agency communicate with foreign-language residents.
His dual roles drew fire from city councilors during last week’s budget hearings, and they are expected to vote on cutting Fontaine’s stipend during a Finance Committee meeting June 15. The argument, by some councilors, has been that no one should hold two city jobs at the same time.
BEMA Director Steve Hooke said this week, for instance, that Fontaine has done training and other work with BEMA during the hours he normally works for the mayor's office. He will earn $44,250 in that role during the coming year.
For the fiscal year 2016 budget currently under consideration, Carpenter shifted Fontaine’s extra money to the mayor’s office. Despite that, Councilor-at-large Robert Sullivan said Wednesday night that the setup was “not right.”

Whatever happened to the good and true politician in all branches of government?
There is no more for the people. It's all "What's in it for me."
Is anyone fed up yet with the way they spend our money? Is anyone fed up with favoritism, etc? Sure, tell us to vote. What good has our vote done for how many years? I'm tired!

I dont have issue with them having two jobs, /two city jobs. The hours worked should not overlap each other. If he is 8-4 for one position he should not be allowed to work another job during those hours. City job or not.

But isn't that one part of the issue? He worked for BEMA during normal hours supposed to be at Mayors office? Seems like if his normal job is Community Coordinator, couldn't the BEMA function be written into his job? I know this year was very unusual but as a general rule it would be a small portion of overall job function. As it is he is only communicating to Haitian Community and no one is communicating to Cape Verdean community except by illegal radio station.

In my 77 yrs. of life I can't recall ANY need for coordinators for ANY non English speaking people. These people came to this country knowing the language was going to be a problem, but so didn't ALL of the people who immigrated here. Learn the language or shut the hell up.
While I'm at it, I'm tired of listening to recordings when I use my phone asking me to punch a number for a language. The people who DON"T speak English are the ones who need to punch these numbers, not me.
As for 2 jobs, no problem as long as they don't conflict.

They do conflict. While supposedly working his 9-5 ; he then went To BEMA to work at the same time. Double dipping.

It sounds like the functions should be combined. Alas, they will get around it by creating OT, after all, Fontaine is a business man...
