Why is it homeowners take every imaginable precaution to avoid
such disasters yet the city does nothing?

Why would he want to take that risk again? I heard he's having trouble getting affordable insurance and the COB is not stepping up to help. But why should they help a small business who pays taxes.
It appears we won't get the Casino and even the most positive have to admit the Power Plant is in trouble at least in the short term.

We should do everything in our power to maintain and help reputable and long standing businesses in our city.
Others see and hear about these type of incidents. Do you think that’s inviting to them to want to locate here?
Insurance companies suck when it comes time to pay. In such cases as the Home Café was subjected to, the city should be helping out. THEY are the cause of the burden imposed on them!

Can't make this stuff up. At least they're trying, too little too late. Still bad decision to try and purchase this plant. IMHO.

"The water plant that provides a limited amount of water to Brockton, as part of an expensive, controversial contract with the city, is now trying in vain to sell its product to Taunton. Representatives of the Aquaria desalination plant, which serves Brockton, said that they are meeting with Taunton officials on Tuesday about selling up to 200,000 gallons of water per day to accommodate the potential expansion of the John F. Parker Golf Course. But the sales pitch will be a waste of time. Taunton Mayor Thomas Hoye said that his city has “zero interest” in purchasing any water from Aquaria."
