The mayor of Brockton declared a state of emergency Wednesday morning after a water main that carries water into the city broke in East Bridgewater.
“Water service will be interrupted to most Brockton residents and businesses,” Mayor Bill Carpenter wrote on his Facebook page around 9 a.m.
The water main, which runs from Silver Lake into the city, broke on Central Street near Route 27 in East Bridgewater around 6:20 a.m., according to Dede Studenskia dispatcher at the Brockton Water and Sewer Division.
Residents in Brockton, Whitman, Hanson, and Pembroke have been affected.
“A lot of them have no water. Some have dirty water, and some have low pressure,” Studenski said.
Crews were working to repair the break Wednesday morning, but Studenski said there was no estimate for when it would be done. She did not know the cause of the break.

URGENT BROCKTON WATER UPDATE:
- Brockton High school being dismissed at 11am
- The City has been forced to shut down ALL 3 lines coming into the City from Silver Lake while they work to isolate the ruptured line and get the other 2 back up.
- Water is being processed from the Avon Reservoir but this is no where near the amount the City needs.
- Water from Aquaria has been requested but will not be accessible for at least 18 HOURS SERIOUSLY????
- Once the ruptured line is isolated, the other 2 lines (supplying water to the City) will be turned back on.
- Even then you can expect low water pressure and brown water until the third line is fixed.

Also, the max capacity at Aquaria has been know all along as well. They would like to build out to a total of 10 mgd, but that would require approvals as well as demand.
Don't act shocked at what should be common knowledge at this point.

I had no idea what's involved. That's why I asked early on is this normal protocol? I guess the good thing was they were able to ramp up this quickly?

We're talking large pumps that don't like start/stop operation. The filter media isn't cheap, and they aren't just going to filter water unless it's being used or asked for.
We're paying a hefty fee to have water available, but we should also be ordering water to ensure the system can provide it to us in emergency situations. If the issue was articulated to the COB, and we fail to act on it, the shame on the COB. I think I remember someone with the city stating the delay to delivery was 'unacceptable', that doesn't change it. Not liking something doesn't make it not so.

Mayor Bill Carpenter presented the idea more than a year ago, entering into a tentative agreement with the plant on the Taunton River. Carpenter has referred to the proposal as a means of freeing Brockton from an “albatross” of a contract that wastes millions of dollars per year for millions of gallons the city doesn’t use. Brockton is eight years into the 20-year compact that requires a flat fee for water. The city has been paying $6.3 million a year and could pay out as much as $10 million annually until 2028. Critics say operational and financing costs would negate potential savings and the whole story hasn’t been presented.
On Thursday, the commission will also discuss the results of a draft report prepared by CDM Smith, a Cambridge-based engineering firm, which was hired last year to perform a review of Carpenter’s purchase plan. The draft is posted on the city’s website at www.brockton.ma.us .
