"The state Gaming Commission Wednesday unanimously rejected a $1.4 million request to upgrade the Brockton Fairgrounds racetrack, with some commissioners saying it’s up to the owners to come up with the necessary funds."

In a unanimous decision, the commission authorized nearly $3.2 million for the races, but denied about $1 million for racetrack upgrades and other expenses. The commission approved $2.5 million in prizes, $400,000 for training and stalling horses in Brockton for 16 weeks, and $262,000 in administrative costs for the Massachusetts Thoroughbred Horsemen’s Association, which was helping to organize the races.

"Raynham Park, a former dog track that continues to operate as a racing simulcast center, is being ordered to fork over more than $300,000 in fees, which Suffolk Downs has long claimed it is owed as part of an off-track betting arrangement that was established by state law.
The Massachusetts Gaming Commission voted 3-2 last week to require Raynham Park, which belongs to Brockton Fairgrounds owner George Carney, to pay the money within 30 days or face the suspension or revocation of its license that allows for simulcast race betting. The two dissenting commissioners said they agreed with a motion to enforce the payment, but wanted to give Raynham Park more time."

There is a ballot question to add another slot parlor but I don't think he has a chance at that let alone the full casino. I'm all for it, build them all. Let the market decide what's enough. It is private investors and not tax dollars spent to build them? Eventually I think the Indians will prevail.
