Undeliverable Excise Tax Bills

Thousands of excise tax bills were not delivered earlier this year as an historic amount of snow pounded Brockton, causing residents to receive demand letters stating they owed $30 late fees. The letters prompted many residents to call City Hall and show up at the treasurer’s and mayor’s offices, seeking answers and reimbursements. By Thursday, the city had acknowledged the problem and set up a procedure for people to avoid the fees.
In a statement Thursday, the postal service said “the Brockton Post Office did not return mail due to inaccessible boxes.” Instead, any mail that was undeliverable because of weather conditions was brought back to the post office and held until it could be delivered or retrieved by customers.
The postal service did say that “automobile excise tax bills were returned from not only Brockton but Dorchester, Auburndale and various other cities and towns.” They were returned, however, for reasons other than the weather, including because of expired mail forwarding orders, according to the statement. “We understand that this was a very difficult winter and a lot of well-intentioned people were not notified of their excise tax by the time it was due,” said Robert Buckley, Mayor Bill Carpenter’s chief of staff. Buckley said the city sent out 57,000 excise tax bills in late January. Some 13,000 were not delivered. A lot of mail boxes were inaccessible because of the snow this winter, Buckley said, but he could not confirm that situation was the culprit.

So,,, about 25% of the "job" did not get done and it took 4 months to notice and react?
Doesn't pass my smell test.

Yep, that's my point. Where's the Checks and Balances? It's thirteen THOUSAND not thirteen hundred. Pretty sure COB could use the Revenue

How has it been determined that 13,000 late fees are the result of the mailing problem? What is the historic number of late charge accounts?
I haven't got a clue what the average auto excise tax bill is but I'm sure there is some serious money involved.

5. The Excise Tax Surcharge Abatement program is in effect from Friday, May 1 to Friday, May 8 at 4:30
NO abatements on February excise bills will be accepted after that time.
