Sanctuary City
"Isabel Lopez, the lead organizer for the nonprofit Brockton Interfaith Community (known as BIC, for short), said that there are about 5,000 undocumented immigrants living in Brockton. Lopes noted that Trump has announced he would deport two million to three million undocumented immigrants."

" In response to pledges by President-elect Donald Trump to deport millions, a group of faith leaders held a press conference in Brockton on Tuesday to offer "sanctuary churches" as places in the city to shield undocumented immigrants from an impending crackdown in immigration enforcement. "Once you enter the doors of this building, you are safe," said Abraham Waya, pastor at Central United Methodist Church, where the press conference was held. "This is the place that can be sanctuary for you."

"Here is my cell number AAA-EEE-NNN. The entire hoopla about this act being a sanctuary city act is just pure nonsense. As someone who wore the uniform to protect America, I would NOT enact an ordinance to turn Brockton into a sanctuary city as it would provide a blanket for all kinds of provisions, however I want the Brockton Police to have the local tools it needs to solve crimes.
Please give me a call if you feel we need to discuss this further.

"In the end, Carpenter left the door open to potentially approving the Brockton Trust Act if it is passed by City Council. Carpenter explained that there have been several versions of the Trust Act under consideration by the Brockton City Council, which has repeatedly postponed votes on the proposal throughout the year, due to a lack of information and other reasons. At least one City Council member said earlier this year that the vote needed to be delayed partly due to the presidential election."
Hey, Tom Monahan, the election is over. What's your next step?

"Brockton Mayor Bill Carpenter said that he does not see a need for Brockton to implement the Trust Act, an ordinance that would restrict local police from holding undocumented immigrants for federal authorities, which opponents refer to as a "sanctuary city" policy. Carpenter said he is aware that President-elect Donald Trump has vowed to take federal funding away from so-called sanctuary cities, adding that it is a "valid concern," but he explained that Brockton does not need the Trust Act from a practical standpoint because city police aren't doing immigration enforcement in the first place."
""My answer is I don't think it's necessary, because if someone would just look at what my track record has been as mayor, since the day I've been mayor we've never held anybody and turned them over to immigration authorities," said Carpenter, during an interview with The Enterprise on Monday. "We've never failed to allow someone to get bail because of immigration status."

Regardless of who’s responsibility it is, a criminal is a criminal, therefore any law enforcement should have the right to arrest.
I’ve repeatedly stated that the church needs to stick their noses out of politics. If they want to continue on that path then take away their no tax status!
I remember when ALL immigrants arrived by boat and were detained until all necessary procedures were followed including immunizations. Who changed all of that? There is where the blame lies.

Capt wrote: It’s true…local police officials should not be doing the job of federal agents. We are short of police as it is. If the federal government did their job to begin with, none of this would even be an issue.
Capt, with all due respect, how much more effort is there to contact ICE or look for detainers (since they already have to look for priors anyway) and hold them for the feds? Its the law, has been the law and why do we not follow the law?

The BPD ,as we've told BIC does not do anything with illegal immigrants other than those with criminal warrants anway. I've met with BIC and their lawyers last year and their big thing was that they wanted something in writing which I told them basically is not what I want , and that we do not want to do anything that would give the city the perception of being a sanctuary city .
I've asked the Police Chief to come up with something that could be presented to BIC as to what the policy is and I think that is as far as the city wants to go on this as far as I'm concerned.
The state actually has something in the works as far as a state wide policy on illegal immigrants pending which would take precedence over any city ordinance anyway and it is basically the same Policy the BPD has now.

Daisy, many are asking where the Chief is. Last night the Police requested additional OT monies. Yet the Chief, who is the Department Head, couldn't see fit to attend the meeting?

This was a complex issue and it had been delayed as we asked for more information and looked into exactly what a trust act was ,what made you a Sanctuary city etc.
We never dealt with this before and I hadn't even heard of a trust act before to be honest with you.
This was brought to Ordinanace sponsored by Councilor Rodrigues and we have to hear it and do our due diligence and we are. We are not going to vote on something without completely understanding it. ( go ahead with the jokes ) .
No one wants to harm the city or have us lose federal funding and like I stated before if Trump, got in that would be another thing to Consider.
I'm not the chair of Ordinanace this year so I'm not sure when this will be coming back but I think we pretty much have the information we need plus I had planned to bring in the Sherrif and DA for their opinion before it was requested we postpone it until after the election.
So if I am asked to we need a trust act I would say no, a simple statement from the BPD is sufficient .
