Great news Brockton!!!
It does appear there will be much more oversight and accountability so perhaps that's a good thing, No more embellishment of enrolled student numbers.
"The commissioner of Massachusetts public schools granted conditional approval for the temporary use of a site in Norwood for the New Heights Charter School of Brockton to begin its inaugural year next Thursday. Department of Elementary and Secondary Education Commission Mitchell Chester sent a letter to the charter school on Friday, stating that New Heights has demonstrated its readiness to serve students in Norwood. But the charter school must establish occupancy in Brockton by January 3 next year, as one of the conditions Mitchell imposed, or else New Heights will face charter probation or revocation."
Within the link is the conditional letter stating all criteria that must be initially as well as consistently met. The State will now be watching Mr. Walker. Let's see how many families stay with this school.

'Brockton Public Schools reported that some of the students originally enrolled in New Heights Charter School decided that they want to stay in a traditional public middle school in the city. "As of Tuesday, when classes began in Brockton Public Schools, the district reported that 49 students once enrolled at New Heights Charter School were back in a traditional public school in Brockton, at the request of their parents."

To focus on the latter reason first, do people still believe charter schools do not siphon money from the public school systems? The school is still not even located in Brockton, right? Going back to the first reason, how the hell did Brockton manage to include 4,200 students as low-income if the families are not receiving state aid? Can anyone explain this?
Finally, "even with a school closure and these programming cuts, the district will still face a $6.5 million deficit."
Does anyone still think this is GREAT news for Brockton?

The formula changed regarding income parameters so less folks eligible. Nothing sinister.. these are devastating cuts. Hundreds of teachers being laidoff. Millions will be paid in unemployment. An entire middle school is being closed. That'll be a nightmare.
Yet, he Mayor feels it's a good idea to buy the Aquaria Plant for millions? Or incur $750,000 in demo costs. And spend hundreds on flowers. Etc. And don't forget, last year when the School Committee tried to cut several Administration positions, the Mayor vetoed it. Because they were friends. Time to get better answers, Mr. Mayor.

This method change reduced our poverty number and therefore reduced aide to the city based on the poverty number. One fix is to get more to apply for those benefits which would increase the aide to the schools.
Another fix is to have that formula corrected to better match urban gateway cities with large immigrant populations

As long as they're documented. The reporting formula changed. No longer is being on food stamps, welfare enough proof. As Ray says they need to fill out more paperwork. Appears they're not. Why? Are they undocumented or illegal? Just a question.

Presently most of the school problems derive from thousands of ILLEGAL immigrants. They are not only eating up the school budget, but are eating up the welfare system that can no longer serve us who are deprived of services, but are subjected to giving all we have to them.

until we break the cycle and become a city young professional want to be in and it raises the income levels and tax base we are reliant on state aid.
We could mitigate some of this by having a more robust commercial tax base

Nothing burned me up more than when Christoes land was going to be given to Massasoit. They have plenty of room to use and that is prime property. Catholic Charities is also prime property and just for sh*ts and giggles, I drove by there today and saw what appeared to be druggies or alcoholics hanging around outside. Not the first time either.
Where are our taxes for these?
Anything that would bring us money is shot down.

Yeah the cuts suck...but the city needs to start managing it's payroll.
Can janitorial service be outsourced? Can IT be outsourced on an as needed basis?

Hundreds of teachers are being laid off. School is closing. Programs cut. This impacts every home owner in the City, with kids in the school or not. It impacts school ratings. Your home values go down. No one wants to buy your house. Crime will increase even more as kids have nothing to do. But sure outsource the secretaries. But let's not mention the Mayor who wants to buy an under valued water plant with an over valued price.
Maybe Carpenter should be outsourced for letting hundreds teachers be laid off every year he has Been mayor. And no they haven't all been called back.
