Mayor Carpenter
I still don't think he "gets" it. But I'm biased so you all can decide.
I'm sure CC Asack does a good job. But she shouldn't,IMO, have received City business paid for by the City.
"Eaniri also said that his fellow Accounts Committee member Ward 7 Councilor Shirley Asack should have stopped selling flowers to the mayor's once she took office in 2014, the same time as Carpenter. The Enterprise documented more than $4,000 in taxpayer-funded purchase orders that Carpenter made to buy flowers from Asack during the previous two fiscal years. Asack said she didn't have time at the moment to comment when reached by phone on Monday, but she said previously that her business with the city had nothing to do with her role as city councilor."
"The Massachusetts Conflict of Interest Law states that a municipal employee can't use their official position to get something worth $50 or more for someone else if it is not made available to other similarly situated people. If the State Ethics Commission determines that the Conflict of Interest Law has been violated, it can impose a civil penalty of up to $10,000 for each violation, and $25,000 in cases involving bribery."

"Brockton Mayor Bill Carpenter signed off on more than $1,600 in taxpayer-funded purchase orders to provide financial support to a church, a Christian faith-based nonprofit and another charity in the city during the month of October. Invoices and purchase orders obtained by The Enterprise show that the public paid for Carpenter, members of his office staff, and the spouse of a city employee to attend a gala held to raise funds for Mount Moriah Baptish Church in October. Their tickets for the fundraising event were all paid for with city funds through a purchase order that was signed by Carpenter and made out to the church. It was a $400 contribution paid for by the taxpayers."
"In the same month, Carpenter's office made a $700 contribution using taxpayer money in exchange for tickets and an advertising sponsorship at the Teen Challenge End Addiction Banquet fundraiser. The privately funded Teen Challenge, which runs a network of strict Christianity-based residential programs designed to help people escape drug and alcohol addiction, has operated a men-only campus on Main Street in Brockton for about 50 years. On the day before that in October, the Carpenter administration donated $540 to the Charity Guild in Brockton using city money, as part of the nonprofit's "Dance the Night Away" gala fundraiser."

I would love to see how many politicians have newly paved streets. Or how many of them have had city workers do yard work, etc. for them.

It was my opinion also that Asack should not have been making money off the City as a Councilor. Its just common sense. If you work in City Government, you should have to step away from doing business with the City. It will keep things on the up and up.

Its a bit unclear if her accepting funds are illegal, however, as a vendor to the mayors office, she should have recused herself from voting on the mayor's budget.
More importantly though, as a member of the city council, both she and Carpenter should have known that those particular purchases, may violate conflict of interest laws. Failing to realize and understand that brings up a question about whether they are fit to serve in the office they hold.
Its pretty clear what is and is not a conflict of interest. Every state and municipal employee has to take the state's online ethics training program found here: www.mass.gov/ethics/conflict-of-interest...aining-programs.html

I'm really hoping Carpenter has strong competition. He's had many serious issue this term especially. I'm not sure who it could be, however.

There is no doubt in my mind who will be trying to run next term. If you don’t know, you shock me.

"The campaign committee of Brockton Mayor Bill Carpenter filed a document with a state agency on Wednesday detailing $7,850 in flower purchases and other expenditures that he made using city money - that he now admits should have been paid for with private funds. Carpenter's campaign sent the Massachusetts Office of Campaign and Political Finance a January 5 memo written by Brockton City Auditor MaryLynn Peters-Chu, documenting $6,787 in taxpayer-funded flower purchases, which the mayor now says he will reimburse. It also included a summary of $1,063 in miscellaneous purchases, including burial suits for two murder victims, and a Cape Verdean language class that the mayor enrolled himself in last fall on the taxpayer's dime."
"The filing on Wednesday also included a copy of a $7,850 check made out to the city by Carpenter's political campaign committee, signed by its treasurer, Larry Curtis, who is also business manager for the city's 911 response provider, Brewster Ambulance. The check was dated Dec. 2, 2016, which is the same day that Peters-Chu completed an audit and policy review ordered by Carpenter, following a series of stories published by The Enterprise about the mayor's questionable, taxpayer-funded purchase orders."

Though this is true, Capt, they don't vote. Out of almost 100,000 citizens we can only muster, what, ten percent turnout if we are lucky?
